Recently the Government of Australia increased its skilled migration programme for the eighth successive year, providing up to 20,000 additional places to help meet Australia’s short and long-term labour force. This increase will target employer-sponsored migration, state/region sponsored migration, or migrants who have an occupation on an expanded and more responsive Migration Occupation in Demand List (MODL).

It was pleasing to hear that the unemployment in Australia is at a 28-year low of 5.1%. It is good news for the new migrants because they will have less difficulty in finding employment in Australia. This is particularly so in the case of trade’s people such as automotive electricians, fitters, furniture upholsters, hairdressers, metal machinists, motor mechanics, panel beaters, refrigeration and air-conditioning mechanics and many more tradesmen.

In order to apply for a skilled visa on your own merits, the Applicant must obtain at least 120 points. However this applies only to the persons who apply for the visa on their own without a sponsor. Further, if the person, who desires to apply for the permanent residency visa, has a sponsor, he is entitled to claim additional 15 points for sponsorship. If the sponsor resides in a “designated area” such as Victoria, South Australia, Northern Territory, Tasmania, Australian Capital Territory, and parts of Queensland, Western Australia, New South Wales the applicant does not have to satisfy the points test. But still they have to satisfy the basic requirements of age, English language proficiency, skill qualifications and recent work experience criteria.

Under the new visa scheme introduced with effect from 1st July 2004 an applicant who obtains 110 points is eligible to apply for a Skill Independent Regional Visa on the condition that they would reside and work out side the main Australian cities, namely Sydney, Melbourne, Perth and Brisbane. However the applicant has to obtain a sponsorship from the relevant State Government. In addition to that the applicant has to satisfy the above-mentioned basic requirements. It should be noted that this Skill Independent Regional Visa is a temporary visa initially valid for three years. The applicant is entitled to ask for a further extension of 1 year. Thereafter the holder of a Skill Independent Regional Visa can apply for a Permanent Residency Visa on the condition that he has completed 2 years residency and work experience in the regional area.

There is another category of Permanent Residency Visa in which the State sponsors the applicant, provided the applicant possesses a skill which is in an accepted category such as engineers, automotive electricians, motor mechanics, electronic technicians etc.. However some states require a Positive Skills Assessment before proceeding with the State sponsorship procedure. Once the Permanent Residency Visa is granted the Applicant has to work for two years in the State, which provided the sponsorship. The main advantage in this category is that it needs only 70 points.  Another advantage of this visa is that there is priority processing for this category.
